15 inch red hair

Virgin hair, in a non smoking home, regularly trimmed, is curled with a curling iron about twice a week with heat protectant, there are long layers in hair around my face, there may be a few split ends, but very healthy. My hair is 10cm or just under 4inches diameter. My ponytail is 19inches.
I am willing to shave the underneath which is about 2 inch diameter and 19inches in length.
The top I would like to cut 15inches off and the diameter on top is about 2 inches.
